**Update – December 2025: Thank you for your interest in the pre-application consultation process for land at Wilcoxholm Farm.
Public consultation and the period for comment has now ended, as a planning application was submitted to West Lothian Council on 15 December 2025. This planning application is viewable on West Lothian Council’s Planning Portal using application reference 1007/P/25. Formal representations to the planning application should be submitted directly to West Lothian Council.**
Hallam Land are seeking views from members of the public on their proposed development at land to the north and south of the Union Canal, Wilcoxholm Farm, Edinburgh Road, Linlithgow, West Lothian.
On the 3 July 2024, Hallam Land submitted a Proposal of Application Notice (‘PAN’) to West Lothian Council advising of their intention to submit a planning application for ‘residential development (located to the south of Canal only), with associated access, parking, landscaping, open space, earthworks and other infrastructure’.
Submission of the PAN commenced a statutory pre-application consultation period, allowing us to provide the local community and interested parties with information on the emerging proposals and to gather comments and feedback that will inform the final detail of the proposals prior to a planning application being lodged with West Lothian Council.
Hallam Land held their first in person public consultation event on Tuesday 29 October 2024 between 13:00 and 18:45 at Low Port Centre, 1 Blackness Road, Linlithgow, EH49 7HZ. The second in person public consultation event will be held on Tuesday 27 May 2025 between 13:00 and 18:45 at Low Port Centre, 1 Blackness Road, Linlithgow, EH49 7HZ. Representatives of Hallam Land and their Project Team will be in attendance to discuss the proposed development and answer any questions you might have.

Feedback and comments are invited until Friday 27 June 2025.
Please note that all comments received at this stage are NOT representations to West Lothian Council. There will be an opportunity to make representations to West Lothian Council, as planning authority, when a formal planning application is made.
